CARES Act (HEERF) Reporting

Emergency Financial Aid Grants to Students

The following information is provided to comply with the Department of Education’s CARES Act Reporting requirements. An archive of previous reports is available at the bottom of the page.

Report Date: March 31, 2022

  1. Illinois Central College (ICC) has signed and returned to the U.S. Department of Education the Certification and Agreement and assures the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
  2. ICC has received the following amounts from the U.S. Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students:
    • CARES Act (HEERF I) – $1,852,317
    • CRRSAA Act (HEERF II) – $1,852,317
    • ARP Act (HEERF III) – $7,276,196
  3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter, updated to quarterly reporting as of 8/31/2020) is as follows:
    • CARES Act (HEERF I) – $1,852,317
    • CRRSAA Act (HEERF II) – $1,852,317
    • ARP Act (HEERF III) – $7,424,016 (excess funds provided by Institutional portion)
  4. ICC estimates the following number of students at the institution are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1):
    • CARES Act (HEERF I) – approximately 3,300
    • CRRSAA Act (HEERF II) – approximately 2,500
    • ARP Act (HEERF III) – (guidelines do not require Title IV eligibility) approximately 3,000 enrolled in summer 2021, approximately 5,400 enrolled in fall 2021, and approximately 4,900 enrolled in spring 2022
  5. The total number of students who have received an Emergency Financial Aid Grant under Section 18004(a)(1) is as follows:
    • CARES Act (HEERF I) – 2,742
    • CRRSAA Act (HEERF II) – 2,554
    • ARP Act (HEERF III) – 13,332
  6. The method(s) used by ICC to determine which students receive Emergency Financial Aid Grants and how much they would receive under the following programs:
    • CARES Act (HEERF I) – ICC requested students to self-report needs through a survey along with their official EFC status to adhere to Title IV eligibility requirements. The level of available funding, number of students completing a survey, and simplification contributed to the determination of the flat rate of $1000 for the award.
    • CRRSAA Act (HEERF II) – ICC established a sliding scale based upon official EFC status to adhere to the prioritization of need requirement. The awards ranged from $800 to $575 per student
    • ARP Act (HEERF III) – ICC established a sliding scale based upon enrollment and official EFC status. All enrolled students were awarded funds under HEERF III. The awards ranged from $1,000 to $250.
  7. Students were notified via email of their eligibility and were given a list of frequently asked questions concerning the Emergency Financial Aid Grants. For the HEERF II and HEERF III awards, students who had a balance owed to the institution were asked if they would like to have the funds applied to their balance. Only those that affirmatively consented, had the amount applied to their outstanding balance.
